Health Ordinance. I may further point out that in the cells above

referred to the floor area is fifty eight square feet, which gives į

sixteen and a half square feet for each person !

This morning a woman, who was one of four in

a cell, has high fever which will probably prove to be plague, and

I am sending her to the Tung Wah Hsopital for observation. Three

other women shared with her a cell of 720 cubic feet and a floor

area of .58 square feet.

I think the foregoing facts are evidence that

this question of gaol accommodation is one that in the present

.circumstances of the Colony cannot further be allowed to stand aside. Might I suggest the question whether the Belilios Reforma- tory now standing empty night not be used temporarily for over-
